Which makes me wonder whether the Ramsgate lords are not perhaps sworn to the closest Primary Bannerlords, either the Manderlys or the Flints of Widow's Watch. In contrast, a petty lord of similar strength who is sworn to the Manderlys, are a level below being a direct bannerlord. This puts them on the same level as the Karstarks or Manderlys. For example, a petty lord who is sworn directly to House Stark would be a direct bannerlord of the Starks. My point is that people can appear to be lower or higher on the hierarchy depending on who they are sworn to.
People who Lord Manderly describes as Petty Lords, are probably very powerful landowners in the eyes of most inhabitants of Westeros. Whether someone's a middle ranking lord, or a petty lord, or a lordling, is probably not strictly defined, and depends where you are in the social hierarchy. The forces under the Tyrells amount to 60,000 men at one point. Robb is able to put together an expeditionary force of 18,000 men within weeks. The Florents are deemed to be very powerful Bannerlords in the South because they can raise 2000 swords according to Stannis. If you break it down to the individual kingdoms, then if you are able to raise 1000 men for your liege lord you are indeed one of the leading peers in that Kingdom. But remember that Westeros is not France, but rather the Vale is France, or the Riverlands is France, or the Stormlands is France.
